Hawaii is the only U.S. state with a substantial archipelago geography, the only state with majority minority demographics anchored in Native Hawaiian, Asian American, and Pacific Islander communities, and the only state whose securities regulatory architecture is administered from a single physical office serving all islands. The Securities Branches operate within the Business Registration Division (“BREG”) of the Department of Commerce and Consumer Affairs (“DCCA”) under Commissioner of Securities Ty Y. Nohara, who returned to DCCA in 2015 after prior tenure as a securities enforcement attorney and acting senior securities attorney for the Department. The BREG-housed three-branch model— Compliance, Enforcement, and Investor Education within a single Division alongside corporate filings—is structurally distinct from the consolidated multi-division models documented in this publication’s prior issues, and produces operational dynamics specific to Hawaii’s consolidated regulatory architecture.
